Although an earlier report had suggested adding two more teams to the previous season, the BCCI announced at their 89th AGM that the league’s expansion would only take place in 2023. In August 2021, the BCCI confirmed that two new franchises would join the league starting the 2023 season. It was also announced that two of the six cities shortlisted by the BCCI would have franchises; Ahmedabad, Cuttack, Dharamsala, Guwahati, Indore and Lucknow.
In a closed auction held on 25 October 2021, RPSG Group and CVC Capital won the bids for the two teams. RPSG provided ₹ 7,090 crore (US $ 940 million) for Lucknow, while CVC Ahmedabad won ₹ 5,625 crore (US $ 750 million). The Lucknow team was renamed as Lucknow Super Giants on 24 January 2023, while the Ahmedabad team was renamed as Gujarat Titans on 9 February 2023.

A total salary cap of INR 90 crore was available for each team in the mega auction, eight franchises were eligible to retain a maximum of 4 players including 3 Indians, 2 foreign players and 2 uncapped Indians.
The new franchises (Lucknow Super Giants and Gujarat Titans) can take on three players out of all the released players from the existing 8 franchises. Franchises can take 2 Indian and 1 foreign player.
