The Italian government has finally announced the date for submission of application for work visa application. Approved dates will help employees both seasonally and non-seasonally.

The new Decreto Flussi visa was approved by the court auditor on December 27, 2022, and it will be published in the Official Gazette of January 17, 2022 on how many people will be issued visas in which sectors.

Work visa applications can be submitted through Italian employers starting from 9:00 on 02 December, 2023.  primary-application form can be found at this link nullaostalavoro.dlci.interno.it, which can be sent online in a simple telematic manner.

Non-seasonal workers

Applications can be sent starting from: On 02 December, 2023, from 9:00 AM for the recruitment of non-seasonal employees, the company for self-employed employees and for conversions.

Seasonal workers

Applications for the recruitment of seasonal workers start from 9:00 on 1 February 2023.

As in previous years, the prerequisite for compiling and submitting applications online is the presence of a SPID (The Sistema Pubblico di Identity Digital) identity, as illustrated by the circular number of the Ministry of Home Affairs. Act 3738 of 4 December 2018, if possible, uses the same email address for SPID identification as the username.

During the compilation and forwarding of questions, users are assisted by a help desk service that can provide technical information and help can be obtained by requesting a help form using the “Help Desk” link on the application’s home page.

You can avail this help service for all the above registered users. All applications must be submitted by March 18, 2023, and will be processed in the chronological order of submission.

How to apply For Italy Job Visa 2023?

Applications will be accepted from 9am on 02 December, 2023 for self-employed workers, employers of non-seasonal workers and those who convert existing residency permits. Seasonal workers (agriculture) can apply from 9 am on February 1, 2023.

Decreto Flussi 2023 quota

According to the new decree, 69,700 non-European foreign workers have been vacated in Italy for seasonal and non-seasonal subordinate work and self-employment. The overall quota is divided as follows:

1- Quota for Seasonal Workers

The Decree (Decreto Flussi) allows 42,000 quota for entry for seasonal work. Quotas for seasonal work are reserved for the following nationalities:

  • Albania,
  • Algeria,
  • Bangladesh,
  • Bosnia-Herzegovina,
  • Korea (Republic of Korea),
  • Ivory Coast,
  • Egypt,
  • El Salvador,
  • Ethiopia,
  • Philippines,
  • Gambia,
  • Ghana,
  • Japan,
  • Guatemala,
  • India,
  • Kosovo,
  • Mali,
  • Morocco,
  • Mauritius,

Italy Visa & Entry Requirements - How to Apply for a Visa to Italy

Out of the total quota of 14,000 quotas out of 42,000 units for the agricultural sector alone, the test continues this year to prevent illegal mediation, conservation forms for workers of the aforesaid nationalities, against whom permission requests have been submitted. On behalf of the names and employers, by the following professional employer organizations:

Of the 42,000 quotas, 1,000 are reserved for entry for many years of seasonal work.

The Consolidated Immigration Act again provides for the possibility of applying for a three-year residence permit for seasonal work, if the worker has already entered Italy for seasonal work at least once in the previous five years.

Any employer can also submit an application. A major advantage of a multi-year permit is that it allows entry into Italy the following year without issuing a decree for seasonal work.

In the case of a multi-year seasonal permit for the following year of the first year, the job may be requested. An employer other than the previous employer will be able to hire for seasonal work and a three-year permit will be issued for them.

2. Quota for Non-Seasonal and Self Employment

27,700 quotas are reserved for employment in the road transport, construction and tourism-hotel sectors that citizens of all countries have signed or are about to sign cooperation agreements on immigration issues. 

Of the aforementioned 27,700 entrances, 17,000 are reserved for workers who are citizens of:

On the other hand, the remaining 3,000 quotas are available to citizens of other countries with whom, by 2023, the Migration Cooperation Agreement will be effective.

Inter-Ministerial Notification prot. n 116 of 5 January 2023, specifying that, for the freight transport sector from third parties, the application for approval for subordinate work is approved only for the driver staff, driving license with professional license equivalent to CE category, for the citizens of the country under existing mutual agreement (Algeria, Issues equivalent and convertible driving licenses to CE departments in Italy based on Albania, Morocco, Moldova, Republic of Northern Macedonia, Sri Lanka, Tunisia, Ukraine).

The 100 numbers are reserved for foreign workers who have completed training and education activities in their home countries according to the industry. 23 Legal Decree 25 July 1998, n. 286

The 100 quota is reserved for foreign workers of Italian descent, up to the third generation of direct descent of at least one parent, living in Venezuela.

500 quota reserved for self-employed workers in the following categories:

  • Foreign nationals to establish “innovative start-ups” under the law. 221, in the presence of the requirements provided by the same law and on behalf of which may appoint through an independent employment relationship with the company.
  • Entrepreneurs who conduct activities of interest in the Italian economy that amount to no less than 500,000 euros and earn from their own resources from legitimate sources, as well as create at least three new job positions;
  • Holder of corporate governance and control positions, explicitly provided by the Inter-Ministerial Decree of 11 May 2011, n. 850;
  • Freelancers are on the list maintained by representatives and public administration at the professional and national levels;

3- Visa conversion quota

The remaining 7,000 quotas granted by decree are reserved for those who need to convert a residence permit already held for other reasons into work. In particular, in this context, quotas are divided as follows:

4,400 reserved for those who have a residence permit for seasonal work will be converted into a residence permit for non-seasonal subordinate work

2,000 reserved, including a residence permit for study, internship, and / or professional training to convert to a residence permit for subordinate work.

370 reserved for those who have a residence permit for study, internship, and / or professional training which will be converted into a residence permit for self-employment

200 reserved for those who have an EC residence permit for long-term residents issued by a member state of the European Union, not by Italy, to convert to a residence permit for subordinate work.

30 reserved for long-term residents who have an EC residence permit to convert into a residence permit for self-employment issued by another member state of the European Union.
